INTERFAX.RU – Prime Minister Mikhail Mishustin signed a decree on the export duty on sunflower and rapeseed from January 2021.
“I signed a government decree on increasing the export duty rate for sunflower and rapeseed seeds, respectively, from January next year,” Mishustin said at a government meeting on Thursday.
According to him, this will reduce the volume of their exports and restrain the rise in prices for such products.

The Russian government approved an increase in the export duty rate for sunflower and rapeseed seeds from January 2021 in order to reduce the volume of exports of these products and contain the rise in prices for them. This was stated by Russian Prime Minister Mikhail Mishustin, opening a meeting of the Cabinet on Thursday.
“I signed a government decree on increasing the export duty rate for sunflower and rapeseed seeds from January next year,” he said. “This will reduce the volume of their exports and curb the rise in prices for such products.” “Of course, we will not limit ourselves to this decision,” the prime minister assured.

The export duty on sunflower and rapeseed seeds has been increased to 30% of the customs value of exported products, its lower level is set at 165 euros per 1000 kg. This resolution was signed by the Prime Minister Mikhail Mishustin.
The decision applies to products exported from Russia outside the Customs Union. Previously, export duties on these types of goods amounted to 6.5% of the customs value.
Such a measure is introduced for the period from January 9 to June 30, 2021. The decision will reduce export volumes and restrain the rise in prices for sunflower, rapeseed and their processed products. It will also make it possible to reorient market participants from the export of agricultural raw materials to the export of agricultural products with high added value.
The topic of food price growth was discussed at today’s meeting of the Government. Earlier, Russian President Vladimir Putin emphasized that it is necessary to respond in a timely manner to the rise in prices for basic products associated with the conjuncture of world markets, and instructed to develop specific measures to solve this problem.
The signed document amended the Government Decree of August 30, 2013 No. 754.
“I instruct the Minister of Agriculture, Economic Development, Industry and Trade to monitor the situation with food prices in retail, which the President spoke about, and to work out this issue with the largest retail chains, to prepare proposals for additional measures that are necessary to stabilize the situation on the main commodity items. I would like to appeal to manufacturers, managers of trade networks and, of course, exporters: do not profit from people.”
As the press secretary of the Russian President Vladimir Putin, Dmitry Peskov, explained to journalists, this is a “very operative” regulation only by market methods, for which the government is responsible.
